Submit a statement on the posting of workers to the territory of Poland
Are you a foreign employer and are you posting workers to the territory of Poland? You have an obligation to inform the State Labour Inspection. Read below to find out more about how and when to do it.

What you should know and who can use this service
If you are a foreign employer who posts a worker to the territory of Poland:
- in connection with the performance of a contract concluded with an entity operating in the territory of Poland, or
- to a branch or an enterprise belonging to a group of companies, operating in the territory of Poland, or
- as a temporary employment agency,
you have an obligation to submit a statement to the State Labour Inspection on their posting.
A foreign temporary employment agency or placement agency that has referred a temporary worker to a user employer in the territory of the same or another Member State, and which performs a service for a Polish business partner using workers previously posted to it from such an agency, are also obliged to submit a statement on the posting of workers to the territory of the Republic of Poland. In this situation, the temporary employment agency or placement agency are considered to be the employer posting the worker in the Republic of Poland!
Please note! In order for the agency to fulfil its obligation to file a statement on the posting of a worker, the user employer must inform the agency of its intention to assign a temporary worker to Poland no later than 15 business days before the planned assignment.

At the latest on the day on which services start to be provided in Poland, which is the first day of work of the worker posted to the territory of Poland.

What to do step by step
Submit a statement on the posting of workers to the territory of the Republic of Poland
The easiest way is to submit the statement electronically – for this purpose select the “Complete the procedure online” button. Please note that you do not need to print, hand-sign or scan the statement forms. Just fill in the statement form on your computer and confirm it with a qualified signature or Trusted Profile.
Please note! Do not send your statement by e-mail, as it will not be accepted by the State Labour Inspection in this form.
You can also submit your statement in paper form. To do so, use the templates provided on this website.
A statement in paper form, with personal details of all posted workers, may be:
- sent by post, with acknowledgment of receipt (the acknowledgment of receipt will be confirmation of submitting the statement) to the Chief Labour Inspectorate in Warsaw
- submitted in person, at the Chief Labour Inspectorate in Warsaw
- submitted by an attorney, at the Chief Labour Inspectorate in Warsaw.
You can submit the statement in Polish or English.
Do not expect any confirmation of receipt to be issued by the office, as such documents are not issued.

How much you will have to pay
The service is free of charge.
You may incur additional fees only if the matter is handled by an attorney.
- PLN 17 – stamp duty for the power of attorney (optional).
Pay the fee to the account of the Warsaw City Council.
However, powers of attorney granted to your husband, wife, children, parents or siblings are free of charge. You do not need to attach a power of attorney if the application on behalf of the entrepreneur is submitted by a person registered as your attorney in the Central Registration and Information on Business (CEIDG).

If you do not submit a statement to the State Labour Inspection on the day the posted worker begins work in Poland at the latest, a fine of PLN 1,000 to PLN 30,000 may be imposed on you.
