Social security clearance certificate

Are you an entrepreneur and do you need a certificate that you are not in arrears in the payment of contributions for social security, health insurance, labour fund (FP), Guaranteed Employee Benefits Fund (FGŚP), and Bridging Pensions Fund (FEP)? What you should know and who can use this service

You will only receive a certificate that you are not in arrears with the payment of contributions if your business has been registered with the Social Security Institution as a payer, and therefore is listed as a payer in the Comprehensive Information System of the Social Insurance Institution, the so-called KSI ZUS. Otherwise, instead of a certificate of no arrears, you will receive a certificate stating that your business is not entered in the register of contributions payers in the Comprehensive Information System of the Social Security Institution.

What to do step by step

  1. Apply for a social security clearance certificate

Apply in paper form

If you want to submit your application in paper form at a Social Security Institution office, you can use the Application for a social security clearance certificate form. In the application, specify how you would like to collect the certificate. For instance, even if you send the application to the Social Security Institution of your choice by post, you can collect the certificate electronically. The certificate will be available in your account on the Social Security Institution platform, i.e. PUE ZUS.

If you submit an application not on your own behalf or if you want to authorise someone to collect the certificate for you, attach a relevant power of attorney to the application. You can use the PEL form prepared by the Social Security Institution.

Apply online

You can apply online by clicking the Online procedure button. To use the online service, you must log in to Biznes.gov.pl using your Trusted Profile or e-ID. You can sign the application with your Trusted Profile or qualified electronic signature.

  1. The office will issue a certificate to you

The office will verify the status of your settlements based on the settlement documents and contributions recorded in your contribution payer account. If there is no debt in your account, you will receive a certificate of no arrears relating to the contributions paid to:

  • social security
  • health insurance
  • Labour Fund
  • Guaranteed Employee Benefits Fund
  • Bridging Pensions Fund

If you submitted your application in paper form or directly through the PUE ZUS portal:

The office will prepare the certificate for collection in the form you indicated in your application and will give it, as requested, to you or your attorney, in person at the selected Social Security Institution office, by post or electronically. If you choose an electronic certificate, it will be in the form of an electronic document. You will be able to print it and save in the xml format. It will be confirmed by a qualified signature of a person authorised to issue it.

If you submitted your application through Biznes.gov.pl:

You will receive the certificate electronically. We will notify you when your certificate is ready to be collected by sending an e-mail to the e-mail address you provided when registering your account on Biznes.gov.pl. After logging in to Biznes.gov.pl, a document with the response provided by the Social Security Institution will be available in your account, under the My Cases (Moje sprawy) tab.

How much you will have to pay

Obtaining the certificate is free of charge.

How long you will have to wait

You will receive the certificate no later than 7 days from the date when you submitted the application. However, if your case does not raise any concerns, you will receive a certificate immediately.

How can you appeal

If the office refuses to issue a social security clearance certificate to you, you will receive a decision. You can appeal the decision to the regional court with jurisdiction over your place of residence (as indicated in the decision).

Good to know

The social security clearance certificate confirms that you are not in arrears with contributions as of the date of issuance of the certificate. Even minor arrears can be a reason for refusing to issue a social security clearance certificate to you.

If your business partner has doubts about the authenticity of the certificate submitted to them, they can easily verify it. They can use the electronic verification of social security clearance certificates tool available on the Social Security Institution website.
